Note:

 

1. Till date, samples from 149077 persons have been tested for Influenza A H1N1 in Government Laboratories   and a few private Laboratories across the country and 34669 (23.2%) of them have been found positive.

2.  All the 548 cases reported during the week are indigenous cases.

3.  Thirty eight deaths (Maharashtra-19, Kerala- 8, Andhra Pradesh-5, Gujarat-2, Delhi-2, West Bengal-1 and Karnataka – 1) have been reported during the week.

4.* Eight earlier deaths have been reported by the Health authority of Karnataka State, which is reflected in the cumulative total.

Union Minister Of State for Rural Development Shri Pradeep Jain Aditya informed Rajya Sabha  in a written response to a question today that irrespective of the method used (whether the old method or the new methods are used), the percentage of the population below poverty line has declined by about the same magnitude.

 

 Regarding poverty estimates, the Planning Commission constituted an expert group under the chairmanship of Prof. Suresh Tendulkar which submitted its report in December, 2009. The report of the committee is available at the website: www.planningcommission.gov.in. The committee has recommended that the urban poverty line need not be changed, but the rural poverty line should be raised to reflect the basket of commodities that can be purchased at the urban poverty line after allowing for the difference in urban and rural prices. The Tendulkar committee has recomputed poverty lines for individual states for 2004-05 on this basis. The revised poverty lines recommended by the Tandulkar committee have been accepted by the Planning Commission for 2004-05. (Paras 1.32 to 1.35 of Mid-Term Appraisal Eleventh Five Year Plan 2007-2012). The estimates of poverty as per Tedulkar committee at all India level are given below

The Tendulkar Committee has specifically pointed out that the upward revision in the percentage of rural poverty in 2004-05, resulting from the application of new rural poverty line should not be interpreted as implying that the extent of poverty has increased over time. To assess the underlying time trend using the new method of computing poverty lines, the poverty estimates in 2004-05 need to be considered with those for 1993-94, using the new methodology for both years. The data as presented in above table shows that whether the old method or the new methods are used, the percentage of the population below poverty line has declined by about the same magnitude.

 

The house was also informed that that Details of the proposed National Food Security Act are being worked out in the Empowered Group of Ministers (EGoM) constituted to examine various aspects of the proposed law.  Based on the directions of the EGoM, the draft Bill will be prepared and put on the web site of the Department of Food & Public Distribution for public scrutiny and comments.

The unit cost  under IAY was enhanced w.e.f. 1.4.2008 from Rs. 25,000/- to Rs. 35,000/- in plain areas and from Rs. 27,500/- to Rs. 38,500/- in hilly / difficult areas.  The unit cost has again been enhanced w.e.f. 1.4.2010 from Rs.35,000/- to Rs.45,000/ in plain areas and from Rs.38,500/- to Rs.48,500/- in hilly/difficult areas. In addition, IAY beneficiaries can avail loan upto Rs.20,000/- under Differential Rate of Interest (DRI) Scheme at interest rate of 4% per annum.

In a case relating to purchase of pesticides and Fertilizers from MGNREGA funds in Chhattisgarh, Chief Executive Officer, of Zilla Panchayat, Kanker, Sh. K.P. Dewangan had been removed and District Collector, Kanker had been suspended by the State Government. CEO of Block Panchayats in which pesticides and fertilizers were purchased, Deputy Director, Agriculture who gave technical sanction and one APO of Zills Panchayat were also suspended.   In Jharkhand, in a case relating to grant of MGNREGA funds to a private Company for growing Safed Musli, Sh. Denial Ekka, Distt.-Horticulture-cum-distt Agriculture Officer, Gumla has been chargesheeted.

Target for Connecting Villages Under PMGSY Scheme

New Delhi: July 27, 2010.

 

The primary objective of Pradhan Mantri Gram Sadak Yojana (PMGSY) is to provide connectivity through an all-weather road to all unconnected habitations in rural areas with a population of 500 persons and more in plain areas and 250 persons and more in hill States, desert (as identified in the Desert Development Programme) areas and Tribal (Schedule-V) areas.

National Photo Awards Launched to Commemorate Golden Jubilee Celebrations of Photo Division

Life-Time Achievement Awards to be Conferred to Four Oustanding Photographers on 19TH August by Hon'ble Vice President of India

New Delhi: July 27, 2010.

 

In order to commemorate the Golden Jubilee Celebrations of Photo Division, a Media Unit of Ministry of I&B, the National Photo Awards have been launched for the first time. The awards shall be conferred by the Hon'ble Vice President of India, H.E.Shri M.Hamid Ansari, on 19th August, at a special function to mark the occasion at Vigyan Bhavan, New Delhi. The awards shall be given as "Life Time Achievement Awards" to four eminent photojournalists. The awards include a cash prize of Rs.1.50 lakhs, a Shawl, a Memento and a Citation. The objective of constituting these awards is to honour the creative and long standing contribution of photographers in the field of photography.

The first category of awards shall honour two eminent Photojournalists. The first being Smt. Homai Vyarawalla of Vadodara, 97 years of age, popularly known as the First Indian Lady Photojournalist in the country. She is popularly known for her artistic work in the pre and post partition period. She studied in J J School of Art and started her career as a freelancer with Illustrated Weekly. Her depiction of political events have remained imprinted in public memory since several decades.

The second recipient is Shri S. Paul, 79 years of age, an eminent photojournalist who was the Chief Photographer of the Indian Express from 1962 to 1988 and the winner of the maximum photo awards in the country and abroad. First Indian to have been profiled with a portfolio of four pictures by the World's oldest and prestigious The British Journal Of Photography Annual 1967 followed by another portfolio with article in the 1969 edition (U.K). First Indian to win Nikon International Photo Contest in 1971.

In the Pictorialists category, the Life Time Achievement Award shall be conferred to Shri Benu Sen of Kolkata, 79 year old, a living legend in Pictorial photography. He is the Secretary-General, Federation of Indian Photography and President of Photographic Association of Dum Dum. His contribution both an individual artist and as a promoter for the development of Indian Photography exceeds that of any living Indian Photographer. He has authored several books on Photography including the famous publication "Art of Photography" published in 1979. He has been adjudged the best Indian Pictorialist by the Camera World International, Australia and the Harvard Senetic Museum.

The second recipient in the Pictorialist category is Shri K.G. Maheshwari from Mumbai. 88 years old, Shri Maheswari has been a creative legend in Portrait Photography. He has participated in various International Exhibitions and has won over 400 awards. He was conferred the Honour of being an Associate of Royal Photographic Society of Great Britain (ARPS) in the year 1946. He was also conferred by the Photographic Society of India with its highest honour "The Honorary Life Membership" and has also been conferred with a number of Honorary Fellowship and membership by many national and international photographic organization for his contribution in creative photography.

The Ministry of Information & Broadcasting, constituted a Committee under the Chairmanship of Shri Mike Pandey and Smt. Chitrangada Sharma, Shri Sondip Shankar and Shri V.B. Pyarelal, Joint Secretary as members and Shri Debatosh Sengupta, Director, Photo Division as Member Secretary to select the awardees.

The awards constitute an integral component of the year-long Golden Jubilee Celebrations of Photo Division. Subsequently, it is proposed to have an Exhibition during Commonwealth Games, 2010, a SAARC level photo contest and a Compilation and Documentation of Queen's Baton Relay - A Passage to India. It is also proposed to introduce National Photo Awards for the Professional and Amateur Category later.

UIDAI Signs MoUs With Assam & Mizoram

New Delhi: July 27, 2010.

 

The Unique Identification Authority of India (UIDAI) signed Memorandums of Understand (MoUs) with the Governments of Assam  and Mizoram, detailing the implementation of the UID Project in the states, at it office in New Delhi this morning.

The MoU with the Government of Assam  was signed between Mr. Davinder Kumar, DDG UIDAI and Mr. Subhash C. Das, Principal Secretary, Assam in the presence   of Mr. R.S. Sharma, DG& MD, UIDAI.   The Chief Secretary of the Government of Mizoram, Mr. Vanhela Pachuau signed the MoU between UIDAI and  Mizoram.

The Government of Assam has set up a State level Empowered Committee on UID under the Chairmanship of the Chief Minister of Assam and  a State UID Implementation Committee under the Chairmanship of the Chief Secretary, Assam to oversee the implementation of the UID project in the State.

Mr. Sharma said, "the UIDAI is looking forward to close cooperation from the state governments to rollout Aadhaar (UID Number)".

Joint Statement issued at the conclusion of the Fourth Meeting

of Ministers of the BASIC Group at Rio de Janeiro, Brazil

New Delhi: July 27, 2010.

 

A fast-start finance will be the key for an effective result in the climate change negotiations in Cancún. In a joint statement issued at the conclusion of the fourth meeting of BASIC country Ministers on climate change which was organized in Rio de Janeiro on the 25th and 26th of this month they expressed their concern with the lack of operational guidelines for the provision of such resources and the need for such financing to effectively be new and additional, as well as provided as grants on a concessional basis, respecting the definitions of the UNFCCC and the understandings achieved in Copenhagen. Ministers also stressed the need for detailed and comprehensive information on fast start financing flows provided by developed countries, to be made available officially. They also indicated the need for fast start financing to cover, in a balanced way, all the pillars of the Bali Action Plan, including adaptation and technology development and transfer.

Ministers reiterated the importance of the two pronged approach, which envisages, on one hand, an ambitious and comprehensive outcome for the negotiations under both the Ad Hoc Working Group on Long-Term Cooperative Action under the UNFCCC and the Ad Hoc Working Group on Further Commitments by Annex I Parties under the Kyoto Protocol, and, on the other hand, considers the elements for an equitable and balanced outcome in Cancun, covering, for example, different initiatives which could be supported by fast-start finance.

Ministers agreed that fast-start finance will be the key for an effective result in the climate change negotiations in Cancún. Ministers reaffirmed their support for the G77 and China proposal regarding the financial mechanism of the UNFCCC and expressed their appreciation for the convergence within the negotiations on the creation of a new fund to fight climate change. They were of the view that public financing should play the major role as a predictable source of financing. In this sense, they stressed the importance that the work of the UN Secretary-General's High-level Advisory Group on Climate Change Financing fulfill the expectations of developing countries and be in accordance with the principles of the UNFCCC.

Ministers highlighted the importance of achieving a balanced outcome in Cancún. They noted the distinction between MRV of emission reduction commitments by developed countries, which is related to compliance and comparability, and MRV of nationally appropriate mitigation actions (NAMAs) by developing countries, which are related to transparency. Ministers emphasized that work on the MRV of international support must advance urgently, including through the development of common procedures for the reporting of finance. They underscored that only supported NAMAs should be subject to international MRV, in conjunction with the MRV of international support, while non-supported NAMAs will apply a domestic MRV. International consultations and analysis of information regarding non-supported actions would be useful to enhance transparency, through a multilateral technical exchange under the UNFCCC.

Ministers also underscored their support for the aspirational objective of keeping global temperature increase below 2oC with regard to pre-industrial levels, bearing in mind that social and economic development and poverty eradication are the first and overriding priorities of developing countries. A global goal for emission reductions should be preceded by the definition of a paradigm for equitable burden sharing. They emphasized that equitable access to carbon space must be considered in the context of sustainable development, the right to which is at the heart of the climate change regime, and which demands the implementation of ambitious financing, technological support and capacity building.

Following the guidance defined by Ministers at their Cape Town meeting, experts from BASIC countries met and exchanged views on issues of equity. Ministers welcomed the results of these consultations. They underlined the need for further collaboration among BASIC experts on this issue, with a view to understanding the economic, social, scientific and technical implications of equitable access to carbon space and strengthening a common consideration of this matter. Ministers emphasized the issue of equitable access to carbon space as a central element in the building of a balanced and comprehensive outcome for the climate change negotiations.

Ministers emphasized the importance of the unity of the Group of 77 and China and its role in multilateral negotiations, including in the construction and strengthening of the climate change regime. They also highlighted the role of BASIC as part of the Group of 77 and China and the importance that the BASIC countries maintain their full participation in the discussions and activities of the Group. In thanking the representative of Venezuela for her presence and meaningful contribution, they decided to continue the "BASIC-plus" approach in order to foster transparency and benefit from a variety of views on climate change issues. They also agreed to broaden consultations with other groups of countries, with a view to actively contribute to a successful and ambitious outcome in Cancún and beyond.

Ambassador Mr Antonio de Aguiar Patriota, Acting Minister of External Relations of Brazil, Ms Izabella Teixeira, Minister for Environment of Brazil, Mr. Xie Zhenhua, Vice Chairman of the National Development and Reform Commission of China, Shri Jairam Ramesh, Minister of State (Independent Charge), Environment and Forests of India, and Ms Buyelwa Sonjica, Minister of Water and Environmental Affairs of South Africa attended the meeting. In line with the "BASIC-plus" approach, additional participants were invited. The Special Envoy of Venezuela for Climate Change, Claudia Salerno Caldera, attended as an observer. Other invited countries were not able to attend.

Ministers welcomed the offer of China to host the Fifth Meeting of Ministers of the BASIC Group on the 10th and 11th of October and commented on the strategic nature of the meeting as preparation for the Sixteenth Conference of the Parties to the UNFCCC (COP-16) and the Sixth Meeting of the Parties to the Kyoto Protocol (CMP-6). A meeting of experts would be held alongside this Ministerial meeting, in order to take forward the discussions on equitable access to carbon space and also address issues related to trade policy and climate change.

Complaints Under PMGSY

New Delhi: July 27, 2010.

 

A total number of 464 complaints regarding irregularities in the implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) were received offline during the last three years. In addition, the Online Management, Monitoring and Accounting System (OMMAS) of PMGSY has an in-built `Feedback' module through which also complaint may be sent to the Ministry of Rural Development.

Out of 464 complaints received offline during the last three years, 200 complaints have been referred to National Rural Roads Development Agency (NRRDA) for enquiry through National Quality Monitors (NQMs) and 264 to the State Governments for taking suitable action including action to be taken against concerned contractors.

Checking Irregularities in Mgnregs Work

New Delhi: July 27, 2010.

 

Cases of irregularities in the implementation of Mahatma Gandhi NREGA have been reported to the Ministry of Rural Development. With a view to curb such irregularities,  following measures have been taken by the ministry:

(i)            Orders dated 7.9.2009 have been issued directing all State Governments for setting up of the office of Ombudsman at district level for redressal of grievances in a time bound manner.

(ii)           A Web enabled Management Information System (MIS) (www.nrega.nic.in) has been made operational which places all critical parameters such as job cards, muster rolls, wage payments, number of days of employment provided and works under execution online for monitoring and easy public access for information.

(iii)          Wage disbursement to NREGA workers through Banks/Post Office accounts has been made mandatory to ensure proper disbursement of wages to NREGA workers. 9.19 crore bank/post office accounts have been opened so far.

(iv)         The Ministry has accorded utmost importance to the organization of Social Audits by the Gram Panchayats and issued instructions to the States to make necessary arrangements for the purpose. Modifications have been made in para 13 of Schedule-I of the Act to provide for procedures on conducting social audits. The Ministry has issued instructions to the State Governments for enforcement of the new social audit provisions under NREGA

(v)          Scheme of Independent Monitoring by eminent citizens has been introduced. 60 Eminent Citizens have been empanelled and have been allocated districts for making field visits.

(vi)         District level Vigilance and Monitoring Committees have been set up for monitoring of rural development programmes including NREGA.

Completion of Works Under MGNREGA

New Delhi: July 27, 2010.

 

Under Mahatma Gandhi NREGA, works are undertaken to provide wage employment to the rural households as and when required based on the size of employment demand. A new work is started if at least 10 labourers become available for such work and the labourers cannot be absorbed in the ongoing works.  Majority of works are generally required to be started during the peak demand season which starts from November and continues upto May. As employment under MGNREGA is a continuous process, incomplete works of a year are carried over to the next financial year for meeting the labour demand arising during the year and hence remain incomplete at the end of the financial year. As per reports received from the State Governments, 45.51% works taken up during 2009-10 were completed during the year.

With a view to ensure that guidelines are followed by the Implementing agencies and works are executed and completed properly, the following steps have been taken:

 (i)           The Ministry regularly reviews and monitors the progress of MGNREGA in Performance Review Committee meetings which are held on quarterly basis. State specific reviews are also taken up.

 (ii)          Vigilance and Monitoring Committees have been set up at State and District level to monitor the progress of the Act. Instructions have been issued to convene regular meetings of such Committees.

(iii)          National Level Monitors are deputed to conduct special review of the progress of the Act.

(iv)         Members of the Central Council monitor the progress during their field visits.

(v)          Eminent Citizens have been empanelled to conduct independent monitoring of the Act.

(vi)         National Institute for Rural Development (NIRD) has been asked to conduct work census in one pilot district each in Madhya Pradesh, Andhra Pradesh, Orissa and Rajasthan for the years 2006-07, 2007-08 and 2008-09.

Operational Guidelines for Mahatma Gandhi NREGA provide that 2% of the works taken up should be inspected at the State level, 10% at the district level and 100% at the block level. As reported by the States, during 2008-09, 1% works were inspected at State level, 15% at district level and 81% at the Block level. During 2009-10, as per available data, 0.29% works were inspected at State level, 10.03 at district level and 73.78% works were inspected at block level.

This information was given by Shri Pradeep Jain 'Aditya'  Minister of State in the Ministry of Rural Development  in a written reply in Rajya Sabha.

DoNER Ministry Retains Rs. 38 Crore Development Projects for Manipur

New Delhi: July 27, 2010.

 

The Ministry of Development of North Eastern Region (DoNER) has retained projects of Rs.38 Crores for sanctioning Infrastructure Development in various sectors including Education, Power, Communications and Water Resources for the state of Manipur. The sanctioned costs of the projects would be met from the Non Lapsable Central Pool of Resources (NLCPR) fund administered by the Ministry.

 

In the 83rd Meeting of the NLCPR Committee held in New Delhi recently, thrust was given towards augmenting education infrastructure by allotting a corpus of Rs.8 Crores for the Infrastructure Development of the 7 Government Colleges in Manipur. Additionally, Rs. 5 Crores was allotted for Modernisation and Strengthening of the Government Polytechnic at Takyelpat, Imphal. Water Resources Schemes worth Rs. 10 Crores were considered for augmenting Water Supply at Dampi in Churachandpur and at Phungyar in Ukhrul. An amount of Rs. 10 Crores was sanctioned for a 4 lane Bridge at Sanjenthong over Imphal River, Imphal. For the power sector, Rs. 5 Crores was sanctioned for Power Installation & Transmission works at Kakwa in Imphal West District.

The Union Minister of Mines & DoNER, Shri.B.K Handique said that steps were being taken to hasten the process of sanction to facilitate the early execution of projects under NLCPR. He hoped that the thrust given to augment education infrastructure would play a pivotal role in nurturing the human resources of a talent rich state like Manipur.
