Radioactive leak might be a reality anytime! New Delhi might not be that safe as it seems to be.

Palash Biswas

Radioactive leak might be a reality anytime!New Delhi is not far away from Narora Atomic plant and mind you Polonium 230 has been detected in Sunada Pushkar`s deadbody which is produced by nuclear plants.PM has  signed  nuclear reactor with every nation which would be deployed around mega metro cities countrywide and smart cities would not have any environment ecological concern as those smart bullet cities would be grown killing Indian agrarian economy making Indian economy and economy of consumers and killing the productive communitieswho have been protecting humanity and nature as their survival is linked with it.

Change in land use nationwide for foreign capital based Hindutva model development is all about the truth of man made calamities.

New Delhi might not be that safe as it seems to be.Nuclear plants aroun Delhi is the future of Hindu Imperialism literally as well as physically and any mega earthquake might explode Tehri Dam planed on New delhi`s head despite Namaami Ganges!

Mumbai either would not be that safe after Mumba Devi gets the nuclear cluster transplanted on her breasts of hunger and famine.

Chennai has its own nuclear share and Kolkata might not be deprived as the Bengal Tigress has not uttered a single word in protest as the union cabinet cleared Haripur Nuclear Project which she made a major issue during Singur Nandigram times.

I have been writing this time and again in Hindi.

Indian democracy is reduced to centralized RSS governance of fascism supported and managed by Billionaire Millionaire hegemony which overlooks calamities inflicting the nation again and again.

Laws have been amended breaking the constitutional framework to ensure the implementation of billion billion dollar projects including chemical and nuclear without green signal and green activism is banned.

A war against Man and Nature is all about the growth Saga.

Thus, those ruling India from New Delhi and Nagpur and launching unprecedented hate campaign of cent percent hindutva along with exclusion and ethnic cleansing for PPP Model Gujarati development of Zionist Hindutva flavour might not understand what amount of calamities do they create for the nation and for themselves.

The minor leak at Delhi's IGI airport might be a timely warning against the major disaster imminent as no security is enough for radioactive leak and the ruling hegemony with shopping list of weapons of mass destruction could never never understand the phenomenon of self destruction as it is engaged in a war against the people, the nation, the nature, humanity and civilization.

The Himalayas might explode as a mega atom Bomb as glaciers continue to melt down and sooner or later we would not have anything to drink but the pest mixed cold drinks and we would not have any food as the green top is being deserted for billion billion trillion trillions projects of destruction all on name of growth and development.

Radioactive leak detected at Delhi's IGI airport very, very small, says NDRF chief as media reports but the Radioactive leak might be a reality on mass scale as growth saga heralds radioactive calamities being arranged by ruling hegemony just for free flow of foreign capital. Kedar water tsunami is followed by Nepal mega earthquake.Earlier India has seen real Tsunami in the Bay of Bengal.

We have been  warning against these man made calamities since seventies but the governance of ethnic cleansing has no scope for public debate or public hearing whatsoever.

Mind you,Glacial earthquakes are earthquakes as large as

magnitude 5.1 that occur in glaciated areas where the

glacier moves faster than one kilometer per year.

Mind you,Geologists in Nepal have warned that repeated aftershocks following the devastating April 25 earthquake, pose serious threats to around 20 glaciers leading to a potential outburst.

According to a report published on Monday in Kantipur daily, experts warned locals living in lower riparian areas of these glaciers near Mount Everest should remain vigil.

Till Sunday evening, over 160 aftershocks were recorded by Nepal's National Seismological Record Centre.

Such repeated aftershocks made the land around the glaciers very vulnerable and weak, Nepal University's Centre for Meteorology and Hydrology chief, Rijan Bhaktha Kayastha said.

Among the 20 vulnerable glaciers situated in quake risk areas, three glacial lakes -- Thulagi, Tsho Rolpa and Imja -- could pose a serious threat, he said.

State owned department of hydrology and meteorology has said that it will conduct field study at upper Himalayan region to asses the situation in the area.

As Analysts polled by Reuters had forecast annual growth of 7.3 percent in the quarter,New Delhi faced the Radioactive alarm and a Turkish Airlines flight, which landed at 4:30 am from Istanbul, had supposedly carried ten packets of radioactive material, out of which four had leaked. Sources said the four packets of a yellow-coloured liquid was suspected to have spread out of its sanitised container after which a special squad of the National Disaster Response Force team was called in to check and contain it.

However, for the 2014/15 fiscal year ending in March, growth came in at 7.3 percent compared with an earlier official estimate of 7.4 percent. Growth was 6.9 percent in 2013/14.

However, the Home Minister claimed, radioactive leak, that was detected earlier today at the cargo terminal of New Delhi's IGI airport, has been contained.

Meanwhile,Aviation regulator DGCA has started its probe into the leak of radioactive substance, which had come from Turkey, at the cargo complex of IGI Airport here this morning. The Directorate General of Civil Aviation (DGCA) has constituted a team to carry out the investigation, the Civil Aviation Ministry said in a statement.

With a little over three months to go before 2014-15 ends, Finance Minister Arun Jaitley might have to lower government expenditure by as much as Rs 1 lakh crore — much more than previously anticipated — to meet the fiscal deficit target for the year.Business standard reports .

The total spending cut required to restrict fiscal deficit for the financial year at 4.1 per cent of gross domestic product (GDP) could be Rs 1-1.20 lakh crore, Business Standard has learnt from multiple sources.

This is going to be the third straight year when the government will have to lower its expenditure, and second when the cut will have to be this high. The government had brought its spending to Rs 79,653 crore less from Budget projections in 2012-13, and Rs 1.02 lakh crore less in 2013-14.

NUMBERS ON JAITLEY'S MIND
  • Rs 70,000-80,000 cr net tax revenue shortfall likely
  • 3.46% Rise in net tax mop-up in Apr-Oct as against 19.75% pegged in the Budget
  • 89.6% of full-year fiscal deficit target already reached by Apr-Oct
  • Rs 11,000 cr compensation to states promised by the FM will eat into fiscal room
  • Rs 15,000 cr lost as HZL-Balco stake sale deferred
  • Rs 63,427 cr fuel subsidy Budget estimate unlikely to see any savings despite cheaper oil

A huge cut in expenditure is required since tax revenues are not forthcoming, the residual stake sale in Hindustan Zinc (HZL) and Balco is set to be scrapped and major subsidies are not likely to result in much saving this financial year despite the fall in global crude oil prices and the food security law not being in place in all states. The government was able to collect only 3.46 per cent more revenues from taxes (net of states' share) till October in 2014-15, against  19.75 per cent growth projected in the Budget estimates in the entire year over the actual mop-up of 2013-14.

At least two sources have confirmed the government is unlikely to save much on the Rs 63,427-crore Budget estimate for petroleum subsidy, in spite of a decline in global crude oil prices, given that Rs 46,291 crore has already been spent in the April-October period.

"In the June quarter of next financial year, there might not be any big carry-forward pending subsidy payment, thanks to lower crude oil prices. But that will reflect on next year's spending projections. A benefit is unlikely this year; the entire amount will likely be spent," said an official.

There are also concerns over food and fertiliser subsidies, which need to be reined in. The April-October, combined subsidies on fuel, food and fertiliser reached 71 per cent of the full-year target of Rs 2.51 lakh crore. In absolute terms, the three items, which together account for about 95 per cent of all Central subsidies, stood at Rs 1.78 lakh crore, compared with Rs 1.73 lakh crore in the same period a year ago.

Additionally, according to sources, though the Central Board of Excise and Customs (CBEC) is expected to rake in about Rs 10,000 crore more from an increase in excise duty on petrol and diesel, that could be offset by a decline in factory-gate collections due to low industrial production, which in October contracted 4.2 per cent from a year ago.

Government officials did not elaborate on where the cuts might come from but they conceded there could be a need to look at Plan spending, to effect at least part of a possible cut, since most of the non-Plan spending was committed in salaries, pensions, defence spending, and operational costs. This could affect social schemes, as well as capital expenditure.

In fact, sluggish growth also makes it difficult for the government to go for huge cuts in capital expenditure which might put the government in a dilemma - whether to rein in fiscal deficit or spur sagging economic growth.

Last November, the Centre had introduced a fresh round of austerity measures, including bans on first-class travel, creation of new posts and holding meetings in five-star facilities. The aim for every department was to effect a mandatory 10 per cent reduction in Non-Plan expenditure - excluding interest payment, repayment of debt, capital spending for defence, salaries, pensions and grants to states.

"The departments have been told to also try and save on Plan spend allocations, though there is no fixed formula or target provided for that," said a second government official.

Internal government estimates indicated a tax revenue shortfall of Rs 70,000-80,000 crore in the total budgeted estimate of Rs 9.77-lakh-crore direct and indirect tax collections (net of states share), officials said. Last year, the government collected Rs 8.16 lakh crore from  taxes. The revenue department has consistently had its financial year targets revised downwards since 2009-10. For instance, compared to Budget estimates of the respective years, the department's kitty had got narrower by Rs 29,194 crore in 2012-13, and by Rs 68,032 crore the next year.

To meet this year's target, the taxman's collections in the second half of the financial year will have to be about 30 per cent more than the second half of last year.

The Centre's fiscal deficit for the April-October period totalled Rs 4.76 lakh crore, 89.6 per cent of the Rs 5.31-lakh-crore target for the entire financial year. This also was the highest in comparable periods since at least 1998-99.

In spite of tight fiscal space, Jaitley has promised Rs 11,000 crore to states as part-payment for Central sales tax (CST) compensation. On its own, the figure might not be too big, but an official said the finance ministry would have to find room for the amount, given a tight fiscal situation. "I won't be surprised if some spending cuts are made to accommodate this amount for states," the person said.

What adds to Jaitley's problems this year is the fact that the Centre's ambitious Rs 58,425-crore disinvestment programme is in doldrums, too, with a Rs 15,000-crore residual stake sale in Hindustan Zinc and Bharat Aluminum set to be scrapped. Among the companies for which it firmed disinvestment plans — Coal India, ONGC, NHPC, and SAIL — one (SAIL) has already happened, fetching about Rs 1,700 crore.

Disinvestment in other companies part of this year's stake sale road map, such as Container Corporation, Hindustan Aeronautics and Rashtriya Ispat Nigam Ltd, might have to be postponed to later financial years.
